Contract Overview
SeaPort NxG is the Department of the Navy’s multiple award contract (MAC) vehicle for professional support services providing engineering, finance, and program management support. This contract vehicle supports the Navy Systems Commands, US Marine Corps, Military Sealift Command, and others by providing a platform on which to compete their service requirements among the most qualified industry partners.
Second rolling wave admissions to SeaPort NxG will be awarded in September 2024. If history is any indication, the third rolling wave admissions could be released in 2027.

Proposal Requirements
Submitting a successful proposal for the SeaPort NxG requires meticulous attention to detail and thorough preparation. Though the proposal requirements are minimal, each item is critical to a successful proposal:
- System for Award Management (SAM) certifications
- Pre-award accounting system questionnaire
- Contractor information spreadsheet
- Technical proposal and supporting documentation
The technical proposal, which has a 5-page limit, must contain at least one, but not more than three, references describing experience not more than 10 years old, in only one of the 23 functional area subcategories. Each reference must demonstrate how it is directly applicable to the Navy.
Large businesses are required to submit a small business plan. This plan has no page limit but should concisely detail how 20% of total planned dollars will be allocated to small businesses through meaningful work.
Past performance references are not required or desired.
Offerors must register and submit their SeaPort NxG proposal to the government through the SeaPort portal to be awarded a SeaPort NxG MAC contract.
Evaluation Criteria
Evaluations will result in an acceptable/unacceptable rating determination which begins with the Government validating that all required attachments are signed and all proposal items are received. Following validation of receipt of all proposal items, the Government will review the technical proposal for a detailed description of one sub-category experience that spanned at least 10 years and is directly applicable to the Navy.
