Contract Overview

This sixth iteration of the NASA SEWP multiple award indefinite delivery indefinite quantity (IDIQ) government-wide acquisition contract (GWAC) will continue to support federal agencies’ IT, communication, and A/V needs. NASA's Solutions for Enterprise-Wide Procurement (SEWP) program, launched in 1993, is a government-wide acquisition contract providing streamlined access to a vast array of IT products and services for federal agencies. Over its iterations, SEWP has evolved to include advanced technologies like cloud computing, AI, and cybersecurity, with a strong focus on small business participation and simplifying procurement processes. SEWP VI, the latest phase, continues this legacy with a renewed emphasis on modern technology solutions and increased opportunities for small and diverse businesses.

On August 8, 2024, NASA issued a strategic pause for SEWP VI due to significant industry concerns over the clarity of the RFP, with more than 6,700 questions submitted and only about 120 answered. This pause aims to improve engagement and transparency, addressing unresolved issues in proposal instructions and evaluation criteria, particularly for mentor-protégé joint ventures. The decision also helps prevent potential pre-award protests due to the unclear requirements​. This also means the contract award date of May 2025 will likely slip.

Evaluation Criteria

Submissions will be evaluated with the following applied: FAR 15.3, NASA FAR Supplement 1815.3, and source evaluation board procedures at NFS 1815.370. 

Offers must make it through three phases of evaluation to be eligible for an award. 

  1. Phase 1 Administrative and Compliance Review: This phase checks the proposal for administrative completeness and compliance with submission requirements, including mandatory certifications and adherence to proposal instructions.
  2. Phase 2 Technical and Management Evaluation: Proposals are evaluated based on technical capabilities, relevant experience, management approach, and the proposed team’s ability to meet SEWP VI objectives.
  3. Phase 3 Price Evaluation: This phase assesses the proposed pricing for competitiveness and reasonableness, ensuring it aligns with the required products and services.
