Contract Overview
The MDA MIOES contract provides comprehensive IT and engineering support services to ensure the effective operation and maintenance of MDA’s IT infrastructure. MDA’s acquisition strategy ensures the contract covers a wide range of services, including cybersecurity, systems engineering, IT operations, network management, and software development, aimed at enhancing MDA’s mission capabilities in missile defense. It is a multiple award IDIQ contract designed to enable rapid and flexible procurement of IT and engineering solutions.
The broad nature of the MIOES mission is overseen from the Schriever Space Force Base in Colorado Springs, and operates at additional locations when missions require.
This is the follow-on contract to the current Integrated Research & Development for Enterprise Solutions (IRES) contract.

Functional Areas
The MIOES contract supports the Missile Defense Agency's global IT and engineering needs across four primary technical areas (TAs):
TA 1 Enterprise/RDT&E IM - Global Communications & RDT&E/Enterprise Information Management (IM) Solutions & Integrated Architectures: This area focuses on the development, operation, and maintenance of a global RDT&E/enterprise IT ecosystem, providing MDA with secure environments for development, testing, digital engineering, and modeling. Key tasks include managing communications networks, enterprise services, developing system architectures, mission assurance, and cybersecurity solutions. The goal is to ensure reliable, integrated, and secure communication and information management across the entire MDA enterprise.'
TA 2 Mission IM - Missile Defense System Mission & Event Operations: IM Architectures & Solutions: TA 2 covers the design, development, integration, operation, and sustainment of secure and reliable IM architectures and IT infrastructure supporting MDA's mission systems. It ensures continuous operational readiness and support for critical mission functions, including command and control, training, and operational test assets. This area emphasizes maintaining mission assurance, operational resilience, and cybersecurity across various mission enclaves and facilities.
TA 3 MDIOC Facility Operations - MDIOC Operations, Sustainment, Restoration & Modernization: This technical area involves the operation, maintenance, restoration, and modernization of the Missile Defense Integration & Operations Center (MDIOC) facilities. Key responsibilities include maintaining a reliable infrastructure that supports mission-critical activities, implementing safety and environmental standards, and executing preventative maintenance. It also includes facility engineering to sustain and enhance MDIOC’s infrastructure to support evolving mission requirements.
TA 4 MDIOC Integration - MDIOC Planning and Integration: TA 4 focuses on ensuring that MIOES activities are aligned and integrated with MDIOC standards and processes. This includes planning and integration efforts to ensure that operational and test events are not disrupted by MIOES activities, maintaining the facility’s technical baseline, and implementing mission assurance and configuration management practices. This area aims to safeguard mission and test assets through rigorous planning, configuration protections, and operational assessments to support seamless integration within MDIOC.
These technical areas collectively ensure that the MDA's IT and operational infrastructure is robust, secure, and capable of supporting its global missile defense mission.

Evaluation Criteria
The MIOES contract uses a best-value trade-off evaluation approach, which means that the government will consider both cost and non-cost factors to determine which proposal offers the most advantageous solution. Proposals will be evaluated on several factors, and only the most highly rated proposals will be included in the competitive range.
Factor 1: Technical
This factor assesses the technical approach and understanding of the requirements. It includes multiple subfactors, such as cybersecurity, agile adoption, cloud adoption, and others related to the specific technical needs of the MIOES contract. Each subfactor is rated based on the approach's strengths, weaknesses, and overall risk.
Factor 2: Management and Leadership (ML)
This factor evaluates the offeror's management and leadership approach, including program integration, organizational structure, teaming and subcontracting, and cost control. Like the technical factor, the ML factor is evaluated on both its strengths and associated risks.
Factor 3: Small Business Participation
Evaluated on an acceptable or unacceptable basis, this factor reviews the offeror's small business participation and commitment plan, ensuring compliance with the solicitation’s requirements for small business utilization.
Factor 4: Information Management and Control Plan (IMCP)
This factor checks the adequacy of the IMCP, focusing on security requirements, information safeguarding, and compliance with federal regulations. It is also rated as acceptable or unacceptable.
Factor 5: Facility Clearance
The evaluation of facility clearance is based on the offeror’s current status or plan to meet clearance requirements. Proposals are rated as acceptable or unacceptable depending on whether they meet the specified clearance conditions.
Factor 6: Organizational Conflict of Interest (OCI) Management Plan
This factor assesses the offeror’s approach to managing potential conflicts of interest, ensuring compliance and safeguarding sensitive information. It is also evaluated on an acceptable or unacceptable basis.
Factor 7: Cost and Price
Although not rated with color or adjectival ratings, cost and price are evaluated for reasonableness and realism. The evaluation includes reviewing proposed costs against government estimates and considering the probable costs of the proposed approaches.
The evaluation process includes both qualitative assessments and quantitative scoring, aiming to identify the proposal that offers the best overall value to the government, considering both performance potential and cost-effectiveness.
