Contract Overview

PEO Enterprise modernizes, manages, and enhances the Army’s enterprise business systems and aligns IT services, data, and business mission systems with Department of Defense (DOD) digital transformation strategies and initiatives. The Government will migrate the full IPPS-A solution into a DOD-approved cloud-based environment up to Federal Risk and Authorization Management Program (FedRAMP) Impact Level (IL)-6.

MAHC-III is a follow-on procurement to sustain and enhance a PeopleSoft platform. The MAHC-III contract will modernize the Army human resources system, IPPS-A, to reduce administrative burden on the force and increase the Army’s ability to manage its talent.  

Key contract objectives include maintaining the IPPS-A baseline, supporting functional enhancements, enabling continuous integration/delivery, reducing legacy system interfaces, and improving data architecture. The Army’s “people” strategy involves:

The MAHC–III requirements support the integrated solution delivery through the solution train and the delivery of HR capabilities, interfaces, and data sharing through product teams via the HR Agile Release Train (ART).

Proposal Requirements

Submitting a successful proposal for the MAHC-III requires meticulous attention to detail and thorough preparation. The proposal requirements will be updated upon release of the DRAFT PWS, which is expected to release around April 17, 2025.

Evaluation Criteria

Table stakes experience identified during Industry Day # 1 included Agile software development (i.e., continuous integration/continuous delivery [CI/CD]), DevSecOps, and test automation.
