Contract Overview
The fourth iteration of DHS’s SETA contract is anticipated to be substantially larger than its predecessor. SETA III has a ceiling of $575 million, and its original ordering period ended in November 2023. DHS has issued two 6-month extensions to maintain services while it conducts market research. The Department initially planned to release the SETA IV RFP by May 2024 but has yet to update its acquisition plan.
SETA services range from providing administrative assistance to providing expert technical assistance on national efforts that will contribute to maintaining and expanding the capabilities of homeland security. S&T requirements include program management support, portfolio support, research analysis, support to industry and international partnerships, federally funded research and development centers, systems engineering and standards, technology scouting and transition, support to national laboratories, test and evaluation, administrative support, Safety Act implementation support, support to university programs and technology centers, operations and research analysis, and support to systems engineering and standards.
S&T provides support across the Department to include DHS Headquarters, Customs and Border Protection (CBP), the Cybersecurity and Infrastructure Security Agency (CISA), the Countering Weapons of Mass Destruction Office (CWMD), Immigration and Customs Enforcement ICE), the Federal Emergency Management Agency (FEMA), Federal Law Enforcement Training Centers (FLETC), First Responders, the Transportation Security Administration (TSA), the Coast Guard (USCG), Citizenship and Immigration Services (USCIS), and the Secret Service (USSS).

Proposal Requirements
Submitting a successful proposal for the SETA IV will require meticulous attention to detail and thorough preparation. The proposal requirements will likely be highly similar to SETA III and include:

Evaluation Criteria
Awards will be made based on a best-value trade-off analysis considering the five evaluation factors and their relative order of importance: Factor 1 Management Approach is equal in importance to Factor 2 Capabilities Approach. Factors 1 and 2, individually, are more important than Factor 3 Teaming Approach. Factor 3 is more important than Factor 4 Past Performance. Factors 1, 2, 3, and 4 when combined are more important than Factor 5 Price. Factor 5 is the least important factor but the importance of Factor 5 will increase as the non-price factor ratings become equal. Elements under each factor are all equally important within the factor.
