Contract Overview

The GSA OASIS+ is a government-wide, multiple award, indefinite delivery indefinite quantity (IDIQ) contract designed to provide a broad range of professional services to federal agencies. It serves as a follow-on to the original OASIS contract, aiming to address the evolving needs of the federal government by offering more flexibility and a streamlined procurement process.

The scope of OASIS+ is organized into functionally aligned domains, including management & advisory, technical & engineering, research & development, intelligence services, environmental, facilities, logistics, and enterprise solutions. Each domain has associated NAICS codes, making it easier for government agencies to select the appropriate services.

The OASIS+ contract is expected to replace OASIS when it sunsets in 2024, providing a more adaptable and comprehensive acquisition solution for federal agencies seeking integrated professional services. OASIS+ has been designated as a Best-in-Class (BIC) contract by the Office of Management and Budget making it a preferred government-wide solution.

The OASIS+ program consists of six separate, distinct IDIQ contracts designated under small-business set-aside programs, including an additional IDIQ that will be awarded on an unrestricted basis. The OASIS+ contract has no limit on the number of awards, providing broad access to qualified vendors across the specified domains. 

Unlike its predecessor, OASIS+ includes continuous on-ramping, allowing new contractors to join over time, which increases competition and access to services. GSA expects to re-open OASIS+ in FY 2025 and keep it continuously open to receive offers.

Protests Delay OASIS + Small Business Contract Awards:

On July 30, 2024 the GSA Office of Professional Services and Human Capital (PSHC) Categories announced that 1,383 small businesses will be awarded contracts across seven domains. On August 13, 2024 the GSA announced that contract awards and notice to proceed (NTP) dates will be delayed due to protests.

Functional Areas

GSA OASIS+ is the largest government-wide, multi-agency contracting program. OASIS+ offers a flexible, expandable domain-based structure with fair-opportunity groupings across six contract families, five of which are SB and socioeconomic set-asides. 

While the legacy OASIS contract focused on professional services organized by size standard into pools of unrelated NAICS codes, the OASIS+ scope includes professional and other Service Contract Labor Standards (SCLS) covered services, organized by related services into domains of individual NAICS codes.

In OASIS+ phase I, there are seven domains that will apply to all competitors; an eighth domain will be open only to the unrestricted/full and open bidders:

  • Management and Advisory: Includes management and consulting services providing advice and assistance for operating and management issues as well as meeting mission goals.
  • Technical and Engineering (T&E): Includes providing engineering and technical professional skills that can apply laws and principles of engineering and providing expert advice on a myriad of technical functions and issues.
  • Research and Development (R&D): Includes any activities required for research and development objectives including basic and applied research and experimental development. Services will also include R&D in various technology, social science, life science, and humanities categories.
  • Intelligence Services (INTEL): Includes supporting the full range of command, control, communications, intelligence, surveillance, and reconnaissance mission requirements.
  • Environmental Services (ENV): Includes providing teams of multi-disciplined experts who will support agencies in meeting environmental requirements more efficiently.  
  • Facilities (FAC): Includes providing all support and services required for maintaining and operating assets and equipment, excluding major construction.
  • Logistics (LOG): Includes providing expert support for comprehensive logistics solutions.
  • Enterprise Solutions (Unrestricted/full and open bidders only): Includes supporting highly technical, large-dollar, wide-reaching, and very complex in scope new and emerging specialized mission objectives. Also includes providing support in managing projects with highly specialized requirements. 

When phase II is announced, at least five additional domains will be included:

  • Marketing and Public Relations
  • Social Services
  • Human Capital

Proposal Requirements

Submitting a successful proposal for OASIS+ requires meticulous attention to detail and thorough preparation. The proposal requirements include completing all provided applicable templates and then creating a self-scoring report. Offerors use the scorecard to gauge whether they meet or exceed the required thresholds for award consideration in their respective domains. Key proposal requirements include:

  • Relevant Qualifying Projects: Proposals must include examples of relevant qualifying projects that demonstrate the offeror's experience and capability to perform the required services within the applicable domains.
  • Cost/Price Evaluation: Offerors are required to submit cost/price proposals, which will be evaluated as part of the overall assessment.
  • Small Business Requirements: For small business categories, proposals must adhere to the requirements specific to the relevant set-aside (e.g., 8(a), HUBZone, SDVOSB, WOSB).
  • Past Performance: Offerors must provide past performance references to showcase their successful delivery of similar services in scope and complexity.
  • Technical Approach: A detailed technical approach is required, outlining how the offeror will meet the performance standards and objectives outlined in the solicitation.

There are several items required for unrestricted/full and open bidders that are not required from small business bidders, including:

  • Subcontracting plan
  • Completed J.P-3 template
  • Additional certifications

Evaluation Criteria

The OASIS+ scorecard uses a self-scoring method that allows companies to evaluate their proposals based on specific, predefined criteria. Points are awarded across several categories, including:

  1. Relevant Project Experience: Offerors can earn significant points by demonstrating experience with projects that align closely with the required services for their chosen domain. The maximum points available vary depending on the number and relevance of submitted projects.
  2. Past Performance: Companies are evaluated on their history of delivering successful outcomes in similar projects, which is crucial in demonstrating reliability and competence.
  3. Management and Staffing Capabilities: Points are also awarded for strong management practices, including the ability to handle multiple subcontractors and maintain robust staffing strategies.
  4. Technical and Functional Experience: Additional points can be earned for technical expertise and specialized functional experience that align with the needs of the domain.
  5. Security Clearances and Certifications: Specific domains may award extra points for projects involving personnel with security clearances or certifications relevant to the field, such as ISO standards or Capability Maturity Model Integration (CMMI) levels.

Each domain within OASIS+ has its own unique scoring matrix, and the total maximum points vary by domain, emphasizing the importance of tailoring submissions to meet domain-specific requirements. Offerors are encouraged to carefully assess their qualifying projects to ensure they optimize their score by fully leveraging relevant experiences and certifications.
